Bidding on Federal Construction Projects
The Government has many RFQ’s out today some are outside the GSA Schedules. Additional Federal Contract development are for Construction and Design Build projects.
GSA Worldwide Services Corporation is now opening a dedicated division for all small and large construction contractors to come on board and join us. We need construction companies and architect firms who want to make money. If you are in the United States and Territories we will assist you with your contract bid development. From writing the first page of bid proposal to final contract negotiations Worldwide Services will assist you the client with your task to provide all documents for proposal project development. Instructions both written and verbal necessary to obtain the required construction permits can be presented with easy to follow direction. We also can represent the Prime Contractor at the kick off presentations for contract site mobilization and transition into the site development and the final punch card walk thru to acceptance of any government design build project. There is a lot to a site start-up to finalization for the permit for occupancy; Worldwide Services has the manpower and knowledge to assist your firm with a completed government contract.
Most small businesses do not know how to compete in a successful bid development with government design build open contract and go everyday allowing the large construction and architect firms located in other states to keep rolling in with their continuous growth of government construction contracts. Why is this happening?
One good reason is they just don’t know how to enter into the bid process and find the full support services with subcontractors for all stages of a project then to submit a proper bid proposal to the government.
That is a lot said in the above statement.
Can your company build 4 story brick military barracks or 343 homes for new on- base housing developments?
Of course you can now what is stopping you? Tell us what you want to do, see your dream and live it!
Some companies cannot compete with the contract proposal writers that the large mega million dollar super contractors employ. These proposal writers are finely in tune with the requirements of government contract bidding and do nothing else all day but provide their knowledge based services supporting a proper government proposal bid. Worldwide Services is in fine tune too. Our years of successful contract awards speak for our clients success.
Everyone must understand that there is a lot more to these proposal bids today besides submitting a dollar figure.
I told this to many of my Government Contractors but they still try to do bids in-house and simply place a dollar figure and present no other supporting documents as required. Those who take that approach never win the contract and never will.
The Process of Review
This is a two-step process where technical submissions of qualifications from Architect-Engineer firms are reviewed, and the vendors with the strongest technical proposals are interviewed in order to develop a list of finalists. The firms are ranked based on their technical qualifications, and negotiations are conducted with the top-rated firm for the contract award. If the government and firm cannot come to agreement during negotiations, the government will then proceed to the next-ranked firm for negotiations.
The (SOW) Statement of Work has guidelines that are the basic requirements for a project that the government would like to have built and all the gaps unknown by you have to be filled in with your proposal submission. Most young design build companies who submit proposals cannot get past the first preliminary review for acceptance to a full review and waste in-house man hours trying to meet a proposal deadline for submission only to be technically unacceptable. Each proposal for a design build contract award is different and the formatted fill in the blank template your company has been using for the last years does not work nor has it ever worked.
Major Construction Contracts are selected using the FAR's “Source Selection” Method (FAR 15.1). There are many variations of this method. The basic method requests both Technical or Management Proposals with a Price Proposal. Once the proposals are received they are evaluated technically, and then evaluated in terms of prices. Trade-offs may be made, and the selection of the “Best Value” is made.
The Solicitations must state the relationship between the technical and price proposals, e.g. technicals' can be more important than price, technical capabilities equal to price, or lowest price technically acceptable. A competitive range can be determined and discussion/negotiation held to allow the offers to correct technical proposals and to clarify the pricing.
